Birth Certificates/Death Certificates Department

For the convenience of our community, our office issues birth certificates and death certificates.

Birth certificates are $34.00 cash only and death certificates are $26.00 cash only.

You must appear in person with proper identification in order to obtain these documents.

Application forms are available in the forms section of our website.

  • Death certificates are available from 2012 forward.

Civil Department

The Civil Department is responsible for filing all civil suits, probates, and related matters.

The Civil Processing section issues citations, writs, subpoenas, and other process of the Court in the name of the State of Louisiana.

The Civil Cost Accounting section collects advance payment and accrued costs associated with litigation.

The Adoption Department is combined with our Civil Department, and adoption records are confidential.

Criminal Department

The Criminal Department is responsible for filing all formal charges from the 5th Judicial District Attorney's Office in West Carroll Parish.

This department handles felony charges and receives indictments or bills of information for matters in district court.

The Criminal Department sends notices of bond forfeiture and issues subpoenas at the request of the State or defendant.

Elections

Elections are held in our parish throughout the year. Some are local and some are parish wide.

This office works with the Registrar of Voters and the Louisiana Department of Elections to provide a fair and honest voting system.

The Elections Department qualifies candidates for local office while the Secretary of State qualifies state-level candidates.

Juvenile

The Juvenile Department is combined with Criminal Non-Support and handles juvenile delinquent and child in need of care matters.

All juvenile filings are confidential records, and access requires a valid court order.

The Criminal Non-Support division works with the District Attorney and state agencies to enforce child support orders.

Marriage

The Marriage Department is responsible for issuing marriage license applications.

Licenses generally must be purchased at least 24 hours in advance of the ceremony.

The cost is $32.50, payable in cash.

Marriage licenses expire 30 days from the date of issue.

  • A certified copy of both parties birth certificates is required.
  • Both parties social security numbers are required.
  • If either party was previously divorced or spouse is deceased within six weeks, provide proof.
  • Applicants under age 18 have additional legal requirements.

Mortgage

The Mortgage Department issues Mortgage, Non-Lien, and UCC certificates pursuant to Louisiana statutes.

Requests for certificates must be submitted in writing and may also be sent by fax or email.

  • Mortgage certificate requests require names to check and a legal property description.
  • Non-Lien certificate requests must include names, contract date, and work description.
  • UCC certificate requests must be on approved Louisiana UCC-II forms with one debtor per request.
  • Cancellations must be verified by the Mortgage Department before recording.

Recording

The Recording Department files conveyance, mortgage, miscellaneous, and UCC documents deposited in West Carroll Parish.

Each document is assigned a registry number with filing date and time, then entered, imaged, and indexed.

Original documents filed with the recorder become part of parish archives and are not returned to sender.

Registrar of Voters

The Registrar of Voters Office is not part of the Clerk of Court, but works closely with the Clerk's office in election preparation.

The Registrar administers voter registration, absentee voting, and related election-law responsibilities.

Traffic

The Traffic Division under Criminal handles citations from Louisiana State Police, West Carroll Parish Sheriff, and municipal agencies in the 5th Judicial District.

Traffic clerks file-stamp and scan citations into the court system for electronic recordkeeping.

The Clerk of Court does not set or collect traffic fines.
